Kurdistan Region receives funds for October public sector salaries from Baghdad
ERBIL — The Kurdistan Region’s Ministry of Finance and Economy said Sunday it has received the federal government’s October salary allocation, with 942.845 billion Iraqi dinars deposited into its account at the Central Bank of Iraq’s Erbil branch.
The ministry said the funds are earmarked to pay October salaries for public sector employees and civil servants in the Kurdistan Region. It did not specify when payments would begin.
The announcement follows the Kurdistan Regional Government’s transfer of 120 billion dinars in non-oil revenue for October to the federal government on Dec. 22, deposited into the federal account at the Central Bank of Iraq’s Erbil branch.
Financial transfers between Erbil and Baghdad resumed in mid-2025 under a renewed revenue-sharing arrangement that requires the Kurdistan Regional Government to provide 230,000 barrels of oil per day to federal authorities and remit 120 billion dinars in non-oil revenue.
Oil exports restarted on Sept. 25 under a new arrangement that placed operational control of sales with Iraq’s state oil marketer SOMO, after a prolonged shutdown of the Iraq–Turkey pipeline.
The salary dispute between Baghdad and the Kurdistan Regional Government has persisted for years, rooted in disagreements over revenue-sharing and budget implementation. Federal authorities have at times suspended transfers, citing budget overruns, while Kurdish officials have argued the delays violate constitutional entitlements.
