Federal commission of integrity announces financial mismanagement and violations in Dhi Qar investment projects

DHI QAR, February 4– The Federal Commission of Integrity, on Sunday, disclosed  financial mismanagement and violations amounting to 10 billion Iraqi Dinars across several investment projects in Dhi Qar.

The commission published a statement, reads,

The Investigations Department of the Commission disclosed instances of misconduct in residential investment complexes, the sale of real estate at reduced prices through the Municipality Directorate, manipulation of property registration, and the unauthorized granting of loans in Dhi Qar governorate.

According to the Government Information and Communication Office of the commission, the investigation team in the governorate seized three investment licenses from Dhi Qar Investment Commission due to identified violations. The commission has not monitored the contractual process between investors and beneficiaries of housing units in a residential complex costing 5,589,785,000 billion dinars. The Dhi Qar Oil Company faced accusations of violations in a residential complex project valued at 2,742,625,000 billion dinars.

The office revealed instances of mismanagement of public funds in a residential investment complex for public employees. The State Real Estate Department transferred land ownership to the Nasiriyah municipality, which subsequently granted it to an investor in breach of regulations. This resulted in the denial of allocated land plots for Military Housing Directorate employees, and the state treasury missed out on funds from land sales. The Investment Authority and Nasiriyah Municipality manipulated the approval transfer of a 2-billion-dinar investment project from one investor to another, citing the initial investor’s waiver.

The report highlighted financial irregularities in selling 16 residential land plots in Nasiriyah at auctions, where prices did not align with market rates. The auctions were conducted formally, limiting each plot to a single bidder, despite previous use. Fraud and distortion were detected in property registration in the Ur sub- district, registering 51 dunums contrary to the Dhi Qar Agriculture Directorate’s issued ownership letter specifying only 23 dunums.

In the Education Directorate, violations in the restoration and renovation of four schools, costing 486,819,000 million dinars, were observed under the “Emergency Support for Food Security and Development” program.
