Basra police warn of penalties against vendors selling fireworks

BASRA — Basra Police warned against the manufacturing and import of fireworks and other violence-inducing toys ahead of New Year’s celebrations, stating that violators face imprisonment or fines under Iraqi law.

A statement from the Basra Police media office, cited Law No. 2 of 2013, which prohibits the promotion of violent toys. Article 2 of the law states: “Anyone who imports or manufactures violence-inciting toys shall be punished with imprisonment for a period of no less than three years or a fine of 10 million dinars ($7,022).”

The law also stipulates that individuals who sell or distribute such toys, including fireworks used in a manner that threatens public safety, are subject to “imprisonment or a fine of no less than three million dinars ($2,106).”

The police added that “legal measures will be taken against violators,” and urged the public to report any illegal sale or distribution of fireworks to help maintain public safety.

Iraq’s Civil Defense Directorate issued safety recommendations regarding the use of fireworks ahead of upcoming New Year celebrations, warning against their use near sensitive and populated areas. The directorate stated that fireworks cause both noise and environmental pollution due to emitted gases and smoke and can trigger fear among children and distress among the elderly and people with special needs.

The crackdown follows a spike in holiday injuries last year. On Jan. 1, 2025, Iraq’s Ministry of Health reported 564 injuries during New Year’s celebrations nationwide, including 143 caused by fireworks and 40 by stray gunfire. The remaining cases were linked to traffic accidents and other incidents. No fatalities were recorded, but several injuries were considered critical.
