Airports to be integrated into Ministry of Transportation

Iraqi Cabinet greenlights restructuring of airports management

BAGHDAD, November 29 — Iraq’s Cabinet approved a move to place management of all airports across the country under the Ministry of Transportation on Tuesday, replacing the Iraqi Civil Aviation Authority with the Ministry’s General Company for Airports and Air Navigation.

The new authority will execute all technical, legal, and financial responsibilities related to running airports.

A statement from the Cabinet, received by 964, included the following key points:

  1. Separation of the management of Iraqi airports from the Iraqi Civil Aviation Authority and linking it to the Ministry of Transportation/ Aviation Services Company, renaming the company to become the “General Company for Airport and Air Navigation Management,” based on the provisions of Article (47/ Second) of the Federal General Budget Law for the fiscal years (2023-2024-2025).
  2. The General Company for Airports and Air Navigation will take the necessary measures to amend its internal regulations and founding statement to align with the company’s missions.
  3. All assets associated with Iraqi airports under the Civil Aviation Authority will be transferred to the General Company for Airports and Air Navigation, and the services of employees at those airports will be transferred to this company.
  4. The General Company for Airports and Air Navigation will replace the Civil Aviation Authority in the execution of all technical, legal, and financial obligations agreed upon with the authority, taking into account the legal department’s notes in the Cabinet’s General Secretariat.
  5. Formation of a joint committee between the Ministry of Finance, Ministry of Transportation, the Advisory Board, and the Civil Aviation Authority to implement the provisions of the decision and address its financial, legal, and technical implications.”

The Ministry of Transportation responded to the Cabinet’s announcement, signaling its readiness to takeover management of airports from the Iraqi Civil Aviation Authority.
