IHEC: 56% turnout as nearly all polling stations report results in Iraq’s 2025 elections
BAGHDAD– Iraq’s Independent High Electoral Commission announced Wednesday that 99.98% of general polling stations have reported results, with nationwide voter turnout reaching 56.11% in the 2025 parliamentary elections.
According to IHEC, 12,009,453 Iraqis voted out of 21,404,291 registered voters. This figure includes ballots from general voting, special voting for security personnel, and voting by displaced persons.
In the general vote, 10,904,637 individuals participated out of 20,063,773 registered voters, amounting to a 54.35% turnout. Turnout rates varied by governorate, with Duhok recording 76.07%, Erbil 69.02%, Nineveh 64.07%, Salah Al-Din 66.44%, Baghdad’s Karkh side 53.27%, Rusafa 41.55%, and Basra 50.21%. The lowest participation was in Maysan at 40.11%.
Special voting, conducted on Nov. 9 for members of the armed forces and security services, saw a turnout of 82.52%, with 1,084,289 out of 1,313,980 registered personnel casting ballots.
Among internally displaced persons, 20,527 voted out of 26,538 registered, marking a turnout rate of 77.35%.
The electoral commission calculates turnout based on the number of registered voters who hold biometric voting cards, not the total number of eligible citizens, meaning actual participation among the wider electorate is lower than the official percentage.
IHEC noted these figures cover nearly all general polling stations and all special and IDP voting centers. Final results will follow the processing of complaints and legal procedures.
