Six municipal employees arrested in Dhi Qar over $68 million land fraud

DHI QAR — Iraq’s Federal Commission of Integrity announced Sunday the arrest of six employees from the Nasiriyah Municipality Directorate and the first and second land registration offices in Dhi Qar governorate on charges of manipulating property records and causing nearly 100 billion Iraqi dinars (approximately $68 million) in financial damage.

In a statement, the commission described the arrests as part of a “targeted operation” conducted under a judicial warrant. Three investigative teams from the Dhi Qar office led the inquiries that resulted in the suspects’ apprehension.

The employees are accused of altering technical records for commercial land plots between 2020 and 2024. The operation also resulted in the seizure of documents indicating tampering and evidence of unlawful land allocations.

According to the commission, the suspects bypassed public auction procedures and ignored real market valuations, unlawfully distributing land and violating legal standards for government property transactions.

The six suspects, along with the official seizure report and supporting documentation, were referred to the investigative judge responsible for integrity cases in Dhi Qar.
